System of Government

This has become a key topic of debate in light of the failure of Philippine society to prosper under the democracy (also construed as "freedom") supposedly achieved in 1986.

The debate is centered around whether to keep the existing presidential form of government modelled after the American system or to shift to a parliamentary form of government.

The following is an interesting table proposed by Mr. Mark Tier:

Presidential System (lousy system) + GREAT LEADER
EQUALS good results

Presidential System (lousy system) + Good Leader
EQUALS average results

Presidential System  (lousy system) + Lousy Leader
EQUALS lousy results

Parliamentary System (good system) + GREAT LEADER
EQUALS great results

Parliamentary System (good system)+ Good Leader EQUALS
good results

Parliamentary System (good system) + Lousy Leader
EQUALS below average results

Interestingly enough, because of our society's penchant for politicizing just about everything (and therefore any issue), the whole fundamental point of the debate is being missed.

The point really is this:

Selection of a system that mitigates the effects of bad political decisions and enhances the outcomes of good decisions.
