Options to this issue:

Impeachment.

This failed in the past because of the ineptitude of the opposition. There is still opportunity to do this right.

To execute a procedure on which success is dependent on the ability of duly-elected representatives to do the right thing, we need to hold said representatives to account. We cannot just have them try and fail and then dismiss them as idiots. For our representatives merely reflect the voters they represent. To dismiss them as idiots implies that we the voters are idiots.

Wait for the next elections.

Something not palatable to many in the opposition (for obvious reasons of personal agenda). Also there is the debate on charter change that will buy the Arroyo administration more time.

There is still the issue of the way we conduct ourselves during elections. We may wait for the next elections but may still end up electing the same old corrupt politicians.

So what could be one of the solutions?

Education would be one of the most powerful through massive propaganda using:

1.  all channels of the Television,

2. well-visited Internet sites like the news sites and socialization sites like Friendster, myspace and the like

3. sponsorship of pages in most tabloids and  newspapers

3. banner campaigns

4. massive information campaign pushing for a legislation to change the law on the "qualifications" for a public official; qualifications specific to the public position

5. counter intelligence activities nationwide and well funded and localized for any interference by those intending to destroy the propaganda activities

6. University courses on nationalism and secret agent trainings for those volunteering to work on the propaganda tasks

7. FOR THE NEXT ELECTION ONLY, all officials who has served for more than 4 years and their relatives up to the 2nd degeree of consanguinity should not be allowed anymore to run for office; This is a test of sincerity, if they still want to serve us, they can serve on the

background....and, this rule shall be  implemented only through a plebiscite where 70% of the voting population says yes to it..... 

Of course, what is difficult is the formation of the group  that will implement all these propaganda. The group should be: 

- working on massive intelligence operations

- well-funded (the wealth of so many "CHURCHES" in the Philippines concernced with morality maybe  could fund this? not yet counting the support of foreign NGOs)

- composed of well chosen and well trained "intelligence" agents, the richest but patriotic businessmen in the Phils. (sounds impossible?)

Ammendments on some Sections of Artivle VII (Executive Department) of the Philippine Constitution which are subject to abuse by the President.
